This panel will look at how federal rules are developed and their reach and limits to respond to the many facets of a public health emergency. The panel will also address what is within the federal government’s purview, what should (or must) be left to the states, and how to reconcile conflicts between the two during an emergency.

This panel will include:
– Lee Fleisher, Professor of Anesthesiology and Critical Care and Medicine, Perelman School of Medicine and Chief Medical Officer and Director for Clinical Standards and Quality, Centers for Medicare and Medicaid Services
– Theodore Ruger, Dean and Bernard G. Segal Professor of Law
– Cary Coglianese, Edward B. Shils Professor of Law and Professor of Political Science; Director of the Penn Program on Regulation,
– Moderated by Allison Hoffman, Professor of Law University of Pennsylvania Carey
Law School; Leonard Davis Institute Senior Fellow
